Among the constitutive questions for the institute is the relation between innovation and IPR systems. IPR systems are one of the oldest institutions set up to encourage innovation and have attracted controversial assessments on a regular basis. The research seeks to illuminate the usually complex legal and economic microstructure of these systems. The researchers mainly study patent, trademark and copyright systems, but also the effects of data exclusivity on innovation incentives.
Innovation processes often build upon scientific research results. The “economics of science” have grown into an essential area of innovation research. Due to their high social and economic importance, they play a particularly important role in the departments’ research projects.
Governments try to generate benefits for their citizens through measures of science, research and innovation policies. Over the last decades, this policy area has gained considerable global significance. The research projects at the department analyze the efficiency of particular policies and instruments.
The opening of innovation processes for new actors and new forms of division of labor (open innovation) have led to the emergence of new approaches in innovation policy and innovation management in recent years. Open access to research results has significantly influenced the framework conditions for research and innovation.
These developments have been further accelerated by digitalization. Projects with new metrics take account of the growing importance of digitalization. Web scraping approaches as well as machine learning techniques are used to determine the similarity between patents declared as standard-essential and the descriptions of technical standards.
